Be able to set auto-design to off as a preference rather than having to select each link and node

Having a tick box in the preferences to turn auto-design off for the entire model, this is to reduce the risk of the software making changes when inputting an existing network or checking a proposal submitted by others. Currently have to add each node and link before being able to turn off auto-design for each one.
